If it looks like bare / zinc plated looking metal on the floor pans etc. underneath, probably with some surface rust on it, then it most likely hasn't been done anywhere, as those are the easiest areas to impress a customer by doing even though they are not the most important. However, even if that area is done, waxoyling is a job that - done well - requires diligence and time (prepping, drying off prior to spraying, getting iinto nooks and crannies). Fresh waxoyl should be a bit soft, even sticky if no dirt/dust has got on it to dry the surface.
My suspicion is that dealers know that 'has been waxoyled' helps reassure customers and get a sale. Whether they do the job diligently depends very much on the dealer. And for all of them time is money so....
