Not strictly true. They ARE stretch bolts and according to the manual they can be used again providing the actual measured 'stretched' length is within a specified tolerance. (let me know if you need the spec)
The bolt is stretched when the bolts are torqued down but the stretch is within the elastic limit of the bolt material.
As such, when the bolts are subsequently removed, they should go back to their original length.
When I did spenners head, I measured the old bolts and they were to the specified length. (but we still used new bolts)
