Fitting diesel heater space not clear

I'm about to fit a diesel heater in the suggested space under the passenger seat. However there is already a bracket there with what looks like a fuel filter and solenoid/felt cut off.
The members area article and all of the YouTube videos I've seen show this area empty. The bracket is attached to the bolts that the diesel heater needs to be attached to.
How have others relocated this bracket and the components attached to it?
Mine is a 1998 diesel

Most people have just moved them across to the other side of the support leaving the outer edge clear see here for a few pictures depending on engine type;
