Hand Brake shoes preventing Rear Disc removal

Hi,

I have been replacing the discs and pads on the rear of our Bongo. N/S went fine but O/S the disc will not come off. I think the handbrake is stopping it. I can't rotate the hub as that appears stuck too. Anyone any ideas. I have removed the rubber bung on the disc/hub but its not in the right position to release the handbrake.
