Steering column

I have an immobiliser on the steering column, when you try to start the bongo with the column adjusted to its highest, it will not start.
You need to move the column to the lowest and start the bongo and then put it back to the top.
I have not had a chance to have a wee look at the column yet, is this just a faulty connection in the wiring/column or is it a proper immobiliser.
When I purchased the bongo in Yorkshire, it would not start after my first stop, I felt like some sort of immobiliser was engaged.
I phoned the seller who phoned the previous owner and they said you need to move the column to start it.
When I picked it up, I moved the column to its highest point and it was this that caused the pfoblem.
This worked perfectly and I have been using it ever since with no trouble.
Has anyone heard of anything like this on a bongo.
