Wiring diagrams which identify the fuses and relays for 1995-1997 and 1997-1999 are available on-line here;
1997-1999

1995-1997

The pages following those above give the locations of the relays and fuses etc.
OK a picture as well

But as you don't say what vehicle you have I'll have to guess

However the relay controls both High and Low beams from the Main switch, but the Flash switch is separate so if the Flash switch works but not the Main switch suspect the relay for 1997-1999 models, if neither works suspect the Fuse, no relay involved on the 1995-1997 versions.
Fuse positions well there in the manual as well;
1997-1999

1995-1997

These diagrams are ok but it need somebody to write the headlight fuse/relay positions in words rather than pictures please. this is worse for me than flat pack pictorial instuctions?? I can read wiring diagrams of the older style but without color codes etc etc I am lost.

They are fused together, fuse diagrams/numbers/locations are in the members area. the relays are inside the passenger side wing under the bonnet, got little black rubber covers over them, there's a piccy somewhere on the forum if you do a search showing you which relay is which.

OK extra pictures added to the first reply but to put it in words means knowing which vehicle year / model you have as they differ!

I had not realised that they would not all be the same so This is a 2.5 diesel high top 4x4 Sreg 1998. Main beam works fine. but headlights go out on Dip beam. I have not been able to check bulbs as we are in heavy snow and it has a battery right next to the expansion tank I did not want to take the battery off and find I was in the wrong ball park. i am now thinking is it likely that two bulbs could have blown togather unlikely but not impossible I suppose. Thanks for your help

OK well in that case its covered by the 1997-1999 manual.
There is only one Fuse involved and that protects both High beam and Low Beam, there is only one Relay involved and again that handles both High and Low beam from the Main switch, so if High beam is working then one of three possibilities;
1. Both bulbs have blown at the same time - not unheard of.
2. The Main switch has broken, and I don't think its easy to get at as its got to be removed from the steering column. I would guess a lower chance than 1. above !
3. The wiring has broken from the switch or to earth points for the lamps, again as both lamps are involved its unlikely but not impossible. I would guess lower chance than 2. above !
I would start with checking the lamps, perhaps the Offside one first as its easier to get at than the Nearside one, they can be a fiddle to
unclip see this thread it also covers choices for headlamps that are brighter as well.
If both High and Low beam aren't working then check the 30 Amp fuse in the little box connected to the rear of the Main battery terminal, third from right hand edge. If thats OK then check the relay as shown in the Photo above, Nearside wing, rear most relay of a possible 4 relays (note not all relays need be fitted but there are 4 positions).
