If it hasn't been changed for a couple of years, purge/bleed all the old stuff through with DOT 4. The main benefit of 5.1 is the higher dry/wet boiling point but this should not be an issue in a Bongo unless you are planning on racing it  Fresh DOT 4 gives ample protection in nomal opperating conditions and is less damaging to rubbers/plastics external to the system that it may come into contact with.

One thing, if the level has dropped it is normally as a result of the pads wearing down (normal). First check your pads as if they are worn when they push the calipers back to insert the new pads the level will go up again.

It is recommended to have the fluid completely changed around every 2 years.

Assuming your brakes are working well and the system has no leaks.
