This is usaully caused by a faulty fuel stop solenoid on the injection pump.

If it's still running, be careful you don't burn your hand, but blocking the exhaust pipe will stop it running.
Piece of wood held over it, rag, potato up it etc.

Just a thought & i could be wrong, but do you have an engine remote start fitted with an alarm..?
It may have some kind of turbo wind down function..? Which helps prolong the life of the turbo... :-k (so they say!)

I saw a Bongo once that had what was descibed as a turbo protection timer fitted.
The logic being that diesels need to idle for a while after driving around in order to prolong th elife of the turbo.
You turned the engine off at the key, and the timer kept the egine running for a pre determined time, normally about 30 seconds.
This time could be set manually however, for anything up to five minutes :?:
Now, if one of those devices were fitted, and went wrong.
Bongo would give the symptoms as described by Jackie........

Could of course be another reason, and we don't know if the Bongo in question is a diesel or a petrol, so the timer, idea might be irrelevent.
Would be interestd to hear the final outcome. 8)

It is diesel kelvfarrell & that's the device option i have on my alarm system along with remote start..
I never fitted it due to the fact i tend to let mine idle after a heavy run anyway!
The same goes for turbo petrol cars too i think..?

It could have just been reprogrammed for this option if it is the case of one being installed on jackie007's vehicle...?
