Rear Tailgate bulbs on a new shape

How do I get to 'em?

I've seen and taken off the bolts on the inside, and the bolts near the number plate lights, but the panel still seems quite well on.

Do I have to take off the inside panel?

Bigdaddy would be able to tell you, but as far as i can remember you have to take the panel off and there are another two screws from inside the tailgate (one behind the central locking actuator ,which has to be moved out of the way) i am sure you can get to the bulbs by just removing the panel.
