That was meant to be 61-B05 and 61-B06 the flap and actuator

Good news, novocaine was indeed correct, after a bit of tentative pushing I found that the flap was stuck shut on its seal, as soon as this was released I was able to move the lever. Excellent! Thank you. :D
My investigation did raise another question;
On the side of the air intake section that I removed to get to the flap there was a lever to operate another flap inside the sedction i had uust removed. This seemed to enable you to switch between air from the front of the bonnet or a smaller intake at the rear. What is the point of this. There is nothing connected to the lever, so it seems to be operated manually from under the bonnet.
Any ideas?

Aha, I have just re-read Simon's post and realised that I must have the summer/winter flap that he mentioned.

I've just looked outside and I can confirm that it is definitely winter!
