I am sure it probably is but it has remained pumped up no problem. There is zero cracking on the rubber. It's only to get you out of trouble. Use that once in a blue moon. Have to be sensible and consider where non endless Bongo funds are best spent as well.
I think buying a full size spare wheel is a good spend because you can get one for about £10-£20 complete and it means you won't have to divert to get your puncture repaired because your spare wheel will allow you to travel at normal speeds and wherever you want to go without any issues. Since there is space in the spare wheel carrier to fit one, why not carry one anyway.
