Some automotive electrical stuff has +12v going to it all the time and it's the negative part that is switched. Not sure if that is the case here but I'm sure the circuit diagrams that Geoff has published will give you a better idea of how it should work.
Have you got a leisure battery or made any other electrical modifications recently?

Got to the bottom of that - in my metering I had dismounted the HRW and Front fan relay's - not thinking much about them being dismounted just the risk of water ingress. I get some 10mm replacement nickle flange nuts and fixed the relays back in position. The HRW switch now live only with the ignition on and the rear fan also operates (through the front fan switch) with ignition live. I know the metal fixing tongue on the relays slotted into the plastic relay housing is just that. The tongue isn't active in terms of the relays - what a weird and wonderful electrical word the Japanese have created! Now if I can just solve why there is a relay buzzing when ignition off and key removed if the wiper switch is on the first position. Discovered completely by accident knocked the switch down when getting out. fun fun fun

Lovely drive home from Milton Keynes - high beam selected then I couldn't get it to dip - switched front fogs on and when needed switched off headlights - only upset one person coming the other way as I distracted was trying to get the lights to dip by fiddling with the dip switch. gggrrrrrooooaaaaaaannnnnn

Have you checked the headlight relay ..??
Although covered with a rubber 'boot' .. given the position under the N/S rain channel they can suffer with damp / water ingress / arced / burned / contacts / corroded coils ......

Solved - I had replaced the fan relay a while ago - I was making the assumption that no readings from the connector suggested the problem was before the relay - on removing the protective cover and the plastic housing the really had been toasted - I think it may have been water ingress - oh well lesson learned.
