Painting rear and front bumpers

Hi all. My front and rear bumpers are a chipped mess
At the moment. What's the best way to fill in the chips and
Scratches? And what is the best process to use? I'm thinking
Of having the bumpers the same green as the van.

The technique and stuff elbee's using on his aft(see painting aft in bongo chat) might be o.k.Thinking about it myself.
