A few years back my lad was having problems with the Electronic Fuel Injection (EFi) on a car he was working on (pre Bongo days) and took just the ECU to a local company ..

They tested it free of charge while he waited .. and told him the exact problems with the car .. more to the point .. that the ECU was fine .. it was either a (cheap) vacuum sensor or just the rubber connecting pipe that was faulty .. (it was a perished pipe) ..

Update. Still no further forward. The company our mechanic sent the ECU off to have had it 'sitting on their bench for testing' for the last couple of weeks. Our mechanic has been chasing them on our behalf but has been getting the run around and so has finally told them to send the unit back to us. Once we get it back we will decide on the best course of action, but he thinks he will be able to run a few more checks himself.
Mike. I gave the company you posted above a ring and they weer very helpful. If I give them the ECU part number, they will let me know if they can run a full diagnostic check on it. They said that 99% it turns out not to be ECU problems.
Getting a bit fed up!! Just want our bongo back and working now.

Update.
Further checks run including fuel pump, filter, TPS etc all fine. All pointing towards ECU which is only delivering 3.8volts rather than 5volts to the various components. Unfortunately the company Mike suggested above were not able to rebuild, so the unit has now been sent off to ecu-repair.com who have confirmed that they will be able to test and diagnose fault, but that because the unit is not one they regularly deal with it could be 7 to 10 working days to rebuild. I have my fingers crossed that they will be able to get it fixed...

Have you had the timing pick up checked? Ive seen a 2L give maf sensor symptoms and it was the timing pickup failing

Yep I think it has been. I spoke to our mechanic today, he said he wants a bongo for Christmas.... ECU has been tested and is fine, and hopefully on it's way back to us. Garage are going to build up the van again and try and work out where to go from there. No happy ending yet.
Anybody got a few spare Reindeer I could borrow over the festive period to help us get about?

If the reference voltage is low and its not an ECU problem then its likely to be an excessive load on the supply, maybe a bad sensor. I would measure the current flowing from the ECU pin and then try disconnecting sensors to try to isolate the issue.

Update.
Just got the van back from the garage today. Still not sorted, but with a fresh MOT (clean pass with no advisories and emmisions 'spot on') we have booked the van in to another garage next week, so hopefully resolve the problem with a fresh set of minds...
I'm glad to have it back in the drive even if its only for a few days. Think I will give it a good clean on Sunday. Wish me luck for the drive to the other garage.

Given that you're getting an OBD2 fault code then it would be worth investing in a scan tool that can give live data and then logging the data to look for errors. You'd need to search the forum to try and pick a suitable tool or maybe the garage could advise which one they used?

Thanks for that. I think reading another thread, this fellow would do the job. (AUTEL-MaxiScan-MS309-Code-Scanner) I will take it to the other garage on Monday and have a chat with them before getting one. Our mechanic here is happy to chat over what he has tried with the other garage, and the other garage have import Bongos, so have a couple of donor vehicles.
Unfortunately I don't have the mechanical know how, workshop or time myself to tinker with it, so I need to hand it over to the professionals to help me on this one.
I will post again once we get further.
