Starting issues.

My parents Bongo is having issues starting, they have replaced the heater plugs, but still no joy, it does tart eventually, but it takes a while, I have been told it could be a relay? apparently its under the drivers seat, has anyone else experienced this, where is the relay and is it possible to test it ?
