Normal idle is normally around 800 RPM, but cold start solenoids should raise revs up to about 1750, in my case at least, until the coolant temp is around 50-55 degrees when they should then cut out and the idle drops back to the 800-odd. Are you seeing this behaviour?

Are you letting it get up to temp and/or will it rev normally once fully warmed up?

Are you using veg oil at all?

Have you replaced fuel filter recently, and/or banjo filter?

Just some ideas...

I've only had those symptoms once and the solution was new fuel filter & clean out the banjo filter. In the current weather, you may even be experiencing the diesel starting to wax up which could be compounded with water trapped in the fuel filter. Other thing to check is the air filter is not clogged up. Could also be one of the vacuum hoses come adrift around the injection pump or turbo.
