Battery charging with a Willington kit

I have a Willington split charge system on my Bongo. I also have a clifford viper two way paging alarm which seems to drain the starter battery very quickly. I have a ctek charger, and my question is; Can I just charge the starter battery in situ, I think when I tried to that the relay was clicking on and off every five seconds. I cant find the manual but I thought that if 13v or more was going into the starter battery either from the alternator or a charger it should only activate the relay if the starter battery is fully charged?

The Voltage Sensitive Relays will operate at a specific voltage, it doesn't matter about the charge in either battery at all. Its an assumption that once the voltage exceeds the given voltage then the battery is charged, however there is no such simple equation as that!
