Mystery item

Any idea what this is? It's black plastic, about 15in long. I found it hanging around loose under the bonnet when I first got my Bongo but have only just worked out how to post a photo!

I clearly haven't yet worked out how to make the pic a decent size, but I hope it's big enough for someone to identify.

It seems to come up every few weeks, must be a hell of a lot of them laying around doing nowt
