Yup, a fuel filter change wouldn't do any harm... If so, you may as well fill it with injector cleaner upon fitting the new one,then take the bongo for a good thrashing.

Update.
Checked all the filters and there fine, all new.
Now I've driven it a bit more the problem is, it has no power up until 3200rpm then the power band kicks in, just in time for it to change gear and drop below 3200rpm.I have to keep my foot to the floor to keep the revs high so I can get any decent acceleration, even the slightest hill causes problems.
I'm not getting and plumes of black soot from the exhaust either.

Have a search for 'throttle position sensor' in case it could be that (or PM Dandywarhol who has dealt with one and is the Bongo Guru) - can't remember the exact symptoms.
Also, there is a little pipe that can come off the turbo and cuase problems - search forum for that
I assume yours is not the 2 battery Bongo with the winter starter button as that has caused peeps problems when used unknowingly

Valid point there Mike about the Cold Start switch.
I suffered the same for a couple of days before Waycar spotted the obvious.
Don't let the kid play in the Bongo any more.

Doesn't sound like a TPS problem - it's more likely to be a gearchange up problem rather than a lack of power. Best checking all the air supply pipes from the turbo to the inlet manifold including the intercooler for damage. Also worth removing the air filter lid and testing the vehicle's performance with it off for a short time - could be a placky bag or hedgehog jammed in the intake.

OK.
Took off the filter lid, and it drove like a dream. put the lid back on without the filter inside and it drives fine. Put the filter in and it drives like a sack of poop.
The filter is brand new though. Could it be that I have the wrong type, and it's filtering too much and not letting enough air pass through.
The part number on the filter is 09 JJ 05 08S don't know if thats any help.

Some here swear by a K&N stainless jobbie - never need to replace again though needs re-oiling from time to time and is a little throatier on noise

Story so far.
Put the K&N filter in. Same problem again
after several hours head scratching, swearing and going throught the whole check process again, found this broken pipe.

It's coming off the top air filter hose from the filter lid. could this be my problem.
The little green thing seems to be a non return valve. does anyone know what it is and where I can get a new one.

Is the TPS near the bit with the number 466 on it. If so then no.
This pipe comes off the air filter lid hose, before the turbo, and goes up into some switch type things above the inlet manifold.

I know from personal experience that what looks like a small smudge in the banjo filter can make all the difference to performance. I once cleaned mine with a wee bit of whisky!!

Ive read about this getting broken before, and a couple of people just ardaldited it back on, just make sure you dont block the hole, then you should be able to tell if this is the cause of the problem

OK this is starting to bug me now.
Replaced the broken non return valve, still have the same problem, with the turbo not kicking in untill 3200rpm.
Could it be the wastegate. the link on the top of the turbo moves when I turn it, and the rod moves in and out of the diaphragm thingy at the other end.
Don't really know anything about them, but it is quite stiff to turn, need some pliers to turn it. Also when I rev the engine it doesn't move. Is this normal.

I think that pipe and NRV is to do with the EGR actuation.
