If you do a search on "headlights" and "cleaning" you'll find lots of advice.

I tried all the remedys suggested and they looked a bit better, but the car failed MOT because they no longer gave a clear light. So I Just bought some headlights from a breaker. Sorted. Whatever you do, don't use anything that will sratch the plastic.
Things always get better after they are worse
So it's good to make things worse as soon as possible!

It's not just plastic, it's polycarbonate - you may be able to mark it with a hammer  It'll withstand all the T cutting you can give it 8)
