when should fan click in

i have just changed another hose on my bongo and all went ok but the last time i changed one when waiting on bottom hose heating i remember the fan coming on but this time the bottom hose is very warm but the fan hasnt come on . can anyone tell me if this is ok or should i wait a bit longer for it to kick in ?

My mechanical knowledge is very limited ,but I think having the bottom hose `warm` as against `hot` is the norm.

The last time you did it, perhaps the fan clicked on because you had the aircon running. It's cooling the condenser rather than the radiator. When stationary without the a/c, the fan will eventually come on, but it takes a long time if the engine has to warm up from cold at a tickover.
