Parking pole light

The parking pole light on my bongo has never worked, mine is the kind that is telescopic, with a switch inside the bongo that says parking pole.
I unscrewed the black colar at the bottom last night and the pole came away from the bumper, there is a single red wire inside the telescopic bit that isnt connected to the wiring of the Bongo. Anyone know how to get this working again ? I tried to unscrew the top to see if there was a bulb in but the top wont unscrew.

The earth could be through the chassis via a bracket?
