If I purchase fog lights do I need a loom? or does the Bongo have one?

Could be both.
Some have a loom already in, others don't.
If you get under your Bongo, behind the front fog light area, look for a dangling pair of wires with a black connector (plug) on the end.
If you pm BDC, he may be able to remember the colours, as his did have the loom (lucky booger).

mines the opposite, had the lights and wires going up so far but then they end. connected to nothing and no switch on the dashboard.....will hopefully sort it soon, if anyone knows what wires do what thatd be a great help

Meek, read the clue in my post, quoted for you below.
