Under Bonnet 'Cold start' setting lever

Something I noticed at the Shorne meet over the weekend was that my 'Winter pack' equipped Bongalow has a little lever on the left of the air intake .
It would seem to be a way of restricting air flow - I assume for cold weather but I cannot work out which way the lever should be placed - there is a little sticker but its all Kanji to me.

Anybody know ?

The lever is used to suit weather conditions, probably got to be blinking cold to use in England. The lever in the forward position is for 'Normal climate' and in the rearward position for 'Cold climate'. It's all in Handbook, page 191.
