Power steering fluid level

A very basic question - what should the level of the power steering fluid be when I check the reservoir? It's at the ridge about a third of the way down the plastic container at the moment.

As the vehicle is new to me, this is my first check so I don't have any previous level to compare with, and I'm wondering about a slight oil seepage under the engine...
