Anyone know what this is??

Hey Bongo Fury Crew,
Long time reader, first time poster here!
Sorry if this is a duplication of something else on here or in the wrong place but really didn't know what to search for in the first instance to establish what it is!
We've had Bailey (2.5L Diesel post-99) since July last year, got a mechanic friend who has previously had a Bongo service/maintain it which is great(MOT this month with just 1 advisory ) but we've come across something we don't know what it is.
Under the steering column there is a 'component' that has a dial/adjustable switch, and it dropped down while driving yesterday. It is not fully 'connected' to the fuses etc. and doesn't seem to have any negative effect on the van. Following the cable out of the 'component' and the other end it goes to a metal rod under the driver seat but again this isn't connected to anything.
He thinks it may have had a diesel heater fitted previously and was to check outside temperature but not 100% sure.
