Random Screws

A mechanic fitted a new TPS to my van yesterday and was puzzled as to the purpose of the two screws shown in the photos below.
Any ideas please? Thanks

The one behind the vacuum solenoid looks added or perhaps is holding the solenoid in place ?
The second one in the vacuum tubing is obviously blocking it because the tube is not connected!.
Have you tried the mechanical diagrams ? This link shows the entries for the vacuum system try each one in turn to find the pipe you have blocked and where it should go ? https://www.lushprojects.com/bongoparts ... Ctr.html#6

Geoff's correct, both screws are blocking the loss of vac or transfer to the next item in the pipework system maybe the solenoid has failed either open or closed, an applied 12 v supply to it will tell if the solenoid is operating.
