Card slot electrical thing?

My Bongo has this card slot thing which also talks some Japanese to me on starting up. It's just under the steering wheel. Is this connected to the 3 in 1 CD player? I do intend to replace the Cd player at some point - just want to know if this is part of the original set up.

Maybe a SIM card holder for the head unit to access internet?

Its a Toll card reader it connects to the little aerial up on the windscreen, so that when you enter a Japanese Toll road/bridge etc it knows who you are. and bills you, it can all be stripped out.
