Scavenger fan.
It/they come on when you're sat idling in traffic.

Its for cooling the engine housing itself, rather than the engine, as otherwise the seats get rather hot when sat in traffic!

I've stolen the scavenger fan idea for my antique kitchen boiler flue.
I mounted an old 4 1/2 inch wide computer fan at a similar jaunty angle on the the tray between the boiler and the flue in order to get a good draught going on days when cold air comes down the chimney faster than hot air goes up it!
The boiler is a Crane Cavalier, a cast iron job with its design roots firmly back in the solid fuel era. I was told to hang on to it as they don't make 'em like that nowadays. Rather like the Bongo!

The fan is restin'. It's. pinin' for the radiator. It's a Norwegian Blue fan, and that's how they sit...

That is the default if there is anything wrong, most common problem is that the sensor at the top of the engine housing with its connector under the handbrake handle is disconnected.
