Split charging/wiring help

I recently bought a Bongo and have been checking through a few things trying to work it all out.
I found that there were two starter batteries (I believe one was being used as a LB). These were connected to the Ryder device which it looks like has been installed as a kind of split charger. The +ve and -ve from the starter battery are connected on one side. Then one of the switched supplies goes to the LB and the other goes through the bulkhead into the vehicle.
Firstly I have installed a proper leisure battery which appears to be working well. I am now thinking about installing a proper VSR in place of the Ryder unit. Is this necessary and if so are there any recommended units?
Finally I have attached a wiring diagram to show what I have worked out so far. Any ideas on what the snipped off wires are/were for? Is there a good way to check this out with a multimeter?
