fuel problem?

Hi All. possible fuel problem? engine surging up and down slightly across rev range more so between 20/40 mph.
Have changed fuel filter/cleaned banjo filter fuel lines/ cleaned crank sensor but have leak from the seal on engine
side of pump have done outer one.would this draw air into fuel? 2.5 diesel TIA.
