The rear and side skirts from a later aero will fit but not the front. I am currently working on reproducing the aero kit plus a skirt for the earlier model.

I still have a set of aftermarket side skirts and rear bumper with skirt that someone is supposed to be collecting but not heard anything for a while. If they don't get in touch I will let you know.

Japspares in Southampton have them on the shelf, the side skirts at least.
I cannot see why the side skirts would be an issue to fit. If mounts where needed they could easily be added I am sure. any bracketery would be hidden by the skirt.
The front end would need wings bonnet headlamps bumper etc but not a difficult swop over it all unbolts.
DISCLAIMER: I would think.

Take a look at this link its one I just bought it is in fact 97 with a face lift bits on it!. Its pretty much stripped out at the front end so images may be of some use to you. If you want me to take pics of any specific area let me know.
I have an Aero as well so if you want any pics from that let me know also.

The side skirts are attached to the van via a row of Rivnuts (rivets with internal thread) like a captive nut that are fitted into the sill. I had to remove the side skirts on my 2001 to carry out some rust treatment & discovered that was how they where secured. Not difficult to replicate, you can by the rivnuts & the tool to fit them isn't to expensive. I have a 1997 bongo as well & can tell you that the skirts would transpose. The shape of the front & back skirts means that they wouldn't fit because facelift bumpers are of a slightly different shape.
