Simple one...... on a 4 wheel drive Bongo, in neutral with rear wheels off ground and handbrake off, will rear wheels turn freely?

they will turn but only if you dont try to spin it too fast, more than a slow hand push will lock the 4 wheel drive up.
if your just working on the bongo, painting etc you will be fine but dont put it in drive with the engine running or it will be off, you could get round this be chocking wheel three and jacking up wheel four off the ground, then the front drive will also be lost through the front diff and wheel four, or removing the front prop.

Thanks Northern, trying to work out what is causing the Bongo to feel like handbrake has been left on.

the hand brake shoes are known to separate from the backing /mounting plate, or even bits break off and jam up rotation, maybe worth popping the rear discs off to check this. they never get any maintenance or love. the rust on the shoe plate drives off the friction surface.
