Bumper droop

I've noticed that I do have a slightly larger gap on the nearside than the off side between the bumper and the bodywork.
Now I'm not sure if this is down to the towbar or the fact that the rear arches were recently cut out and replaced.
I do have the worse kind of towbar hence why I suspect that but at the same time I haven't had a lot of weight on it. I noticed on holiday when I had been using the bike rack, however it has only had a child's bike and a toddler bike on it.
Is there an easy way to confirm if it is the spot welds? Can you see them with everything fitted?
Is it possible that it was refitted slightly lower when the arches were replaced?
Somebody mentioned a bracket for about £15 which sorts out the worse kind of tow bar - does anyone have any more information about this and how it fits?
