New little issue with heating

I don't use the Bongo every day but was in it as a passenger today for about an hour.
This gave me time to realise that the heating doesn't seem to be working properly.
I'm only looking at the front heating at the moment, but if I put it on 32*C then hot air comes shooting out but if you lower it to 31.5*C or lower then it is just barely warm air that comes out. If I lower it down to 19 the temperature of the air feels the same, if I go to 18*C then it feels a little cooler.
So the only way to heat up the bongo is it to put it on full heat for a bit then knock it back. Then put it back to full heat etc.
I presume it is the sensor that is at fault? Does this sound right? If so is it located just above the passengers right knee?
Or is it something else?
