Safe to move side seatbelt mount points?

Hi all.... just wondered if anyone can help. We have a rear conversion in our Bongo and the original bench seat is now in reverse and becomes the bed. Its a bit like the image shown here.....

As you can see from the picture, the original seatbelt restraints are in there original position which means that they are useless if you wanted to travel with anyone in the back of the vehicle apart from using the lapbelt which is still in place and can legally be used.
I wondered if anyone knows whether I would be allowed to move the original restraints and re-weld them to the frame of the reversed bench seat so that I end up with the bench seat with three useable seatbelts but still in the reverse position.
Sorry if it sounds complicated, I will try and take some photos of my conversion if anyone doesn't understand what I am asking
