More cooling problems... Blanked off pipes... Why?

Sorry this is a duplicate post, put the original on the wrong board.

The top metal pipe on the passenger side on my bongo has been blanked off, and there is a matching blanked off pipe on the drivers side right underneath. I assume someone has bypassed the rear heater matrix, possibly when installing a diesel night heater? The passenger side pipe is still connected to the thermostat housing.

Apart from the chance of trapped wind (which is what I am getting trying to figure this all out) does anyone know any other reason this would have been done, and whether it will cause circulation problems for the rest of the engine?

Some one has butchered the cooling system on this one, including removal of the thermostat. Can anyone recommend a specialist near peterborough who might be able to help get it healthy again?
