Nope not the fog light.
I've tried the obvious way to find out what it does and it doesn't do anything!
BUT my leisure battery doesn't want to do anything either SO I wondered if the 2 are connected? Do you need to press a button to engage the battery?

My first bongo......

Not normally, but its not an original switch so it could be anything. Could you ask the previous owner what it is for?

Brought it from a dealer.
Previous owner is a fury member (found her membership card in the van) but as yet not been able to contact her.
Hopefully she will see this post:-/.
Excuse my ignorance but with the leisure battery should it automatically engage when the vans not running?

they are not a standard fitment so it could be unusual but normally

they run the circuits people move over to them

like radio and blinds and have no switch as such

Regrading the L/B it normally charges automatically when your driving, but the loads are permanently connected so when your NOT driving they only draw current from the L/B.

looks like a push to engage/activate button, and off when released, is it the horn button. some fit a non standard horn button if they swap the steering wheel or the standard horn push on the wheel fails.
