Still having starting problems

hi again. I'm still having starting problems with my bongo. Up until then it's been running fine. Basically when you start it it's hard too start and when it does it acts like it's flooded, once it clears it's fine and runs fine. I've changed the glow plugs at the weekend, the relay appears too click and the glow plug rail seems live, I've also removed the fuel cap after seeing that on another post. I've hunted on here and am still struggling and getting stressed out with it! Any help or ideas would be great. Thanks in advance.

what do you mean by seems live,have you put a test lamp on it
