cold start and solenoid trouble

Im having trouble with all of the solenoids on my 2.5 td Bongo, it appears that none of them are working so she doesn't like cold starts, kicks out lots of smoke and knocks occasionally (which Im pinning to the EGR.) Has anyone else had any similar problems or does anyone know of a fuse or a Relay that could affect all solenoids. They used to make a clicking noise when the ignitiong was turned on but now there is nothing.

the 2 on the middle of the head control the cold start via the diaphram on the turbo-------but.
the one on the left only operates when the coolant temp is below about 10deg c, above this it doesnt click.
the one on the right only switches on when the coolant is under about 50 deg c.
above this non will click on. other than when the aircon is switched on and is working, then the one on the right is on.
geoff may be able to help with the lecky supply fuse.
to test each one just remove the plug/s and run a 12v supply and earth to each one and listen for the click, they are polarity concious so try both ways with the supply to be sure. if no click they may have rusted solid inside, if one is working and one not, fit the working one to the right as this will allow the cold start and aircon to work, but will not allow the really cold winter start one to work.
the egr ones are different, as far as i can tell the egr does not operate until above the50 deg c threashold of the coldstart ones.
do a search for egr blanking off.
please remember the vac supply is common to all these components.
