Steel Coolant Pipes

My mechanic has spotted that the two long steel pipes are rusty inside and on their way out.
A couple of questions.
What should I be asking for from a breaker?
Any idea how much I should be paying?
Does the fact they are rusted out point to problems elsewhere?
It's a 1999 2.5TD freetop.

The reason that they are rusted out is basically Auld Age.

The picture on AVA site show black pipes, not sure if that means they have a coating.

Just a coat of paint I think.......they will last at least 15 years if you use decent coolant
