Rusty underneath - how best to sort

I'm asking on behalf of a friend who's just purchased a Bongo and lives in the S Wales area. He got it cheap, but it needs a bit of work to stop the rot, especially underneath.

Firstly, is there a recommended route to takling rust that's taken hold? Are we talking grit blasting, chemcial treatment, cutting out and re-welding.....

Secondly, can anybody recommend a place to get rust properly sorted before waxoil treating in the S Wales or near by area?

Thirdly and possibly difficult to answer, but is there a ball park cost for getting the under chassis sorted?

most of the descent chassis cleaners need the motor for 2 days and charge around 500 quid it seems

as to cutting and welding well unseen how longs a piece of string

but for sure get that done first
