Bypassing the cold start diaphragm.

We have a 1995 Diesel Bongo which needs a replacement for the front portion of the exhaust pipe.
It currently has a cold start diaphram fitted from the North Japan area (it has very corroded bolts).
I would like to get a second hand south Japan exhaust pipe fitted without the gap for the diaphram.
Could I be advised as to the best course of action (in laypersons terms) so I can tell my garage what to do.
Should they remove the cold start kit totally or can they block it off somehow?
