What's this pipe/tap?

Ok, no laughing because I'm not mechanically minded (so why did I buy a Bongo?). What is the pipe that runs across in front of the radiator towards the bottom, with a cap/tap marked "H". Presume it's not turning on my hot water!

Ah, nowt important then, to my mind. To me aircon is that big glass thing you wind down on the drivers door!

There's another one there somewhere labelled 'L' - leave well alone unless its busted

Don't push down it will sqirt nasty fluid into your eyes, I did not do it
