NO REAR LIGHTS!!!!!!!!

I would be delighted if anyone can shed some light on this wee problem My brother-in-law has with his new Bongo. It is a 97? (new badge) diesel, 4wd, winter pack ( twin battery+ engine warmer switch), and its a lowroof.
Only the head lights work, nowt working at the rear, also no dash lights.
Just back from having a quick look, (in the dark) and I have found:-
Under bonnet-
No. 8 fuse ok. ( 12v present at both test points)
No. 9 fuse was blown, and has been replaced by us.
No. 10 fuse is missing.
No. 7 fuse is missing.
No.12 relay, which is under the same cover is missing, but it does look like it's never been there. ( there is 12V at the connection)
H270 relay is hidding somewhere? It's not in the same place as mine (on inner wing, passengers side, and to the front) I believe this is the relay for the rear lights.
Last but not least, the rear fog is a
red lamp in the drivers side reversing lamp holder.
Oh and as soon as the ignition is switched, the rad fans come to life. (have since seen on here, it could be because the air con is switched on?)
I am hoping to get another quick look tomorrow morn, unless my new radiator arrives.

How did the vendor manage to vend it in that condition!?! Unacceptable even in a private transaction. But we'll get it sorted I'm sure - a minor hiccup. Hope he (otherwise) enjoyed the trip bringing it home

the fog lamp is a know mod of the reversing lamp to wire it up as a fog.
its not a problem when it works again

Does the rear wiper work ? Does the interior light come on when opening the boot ?
if not.. look at the top right hand corner of the rear door, take out the grommit and gently tease out the wiring loom, could be a break.

i would take it back to the person who he purchased it from and ask him to sort it out

@ Mike, I'm guessing the brother-in-law did'nt test the rear lights when buying. ( I did'nt when I bought mine.)
@ Biddy, I'll test them, but aint the wiring loom for the rear lights are down the sides of the van?
@ you've been bongod , Vendor ( private sale) lives over 500 miles away.
@ westonwarrior, I have read on here about that mod, but have I also read it can cause problems?

I'll need to research that one a bit more.
Next I'll disconnect the fog switch, try and find the relay, and prey the radiator turns up today for my own beast. So much for "Parcelforce 24", parcel sent from Romford on Monday around 5pm, and I'm still waiting. I check the terms etc, and it states due to my postcode its a delivery time of within two working days, well thats been and gone

I only have today off work, so it b****y well better come, soon.

Wee update....
Still not got the lights to work

, but I have found out why the rad fans constantly on.:-

I take it that this is the radiator fan switch, which has been mutilated?
As for the lights, I took the dial Fasia cover off to get to the fog switch, There is no power getting to the switch and there is a connection block beside it with a couple of wires cut.
I also noticed that the speedo is chipped, I heard of problems with them before but not to do with lights, could it be related?

Hmmm. Must admit if it were me I'd phone the vendor and say was he aware of these things that didn't work. In particular I'd focus on the rear lights as that is serious. It won't change much (unless he has some magic advice) but it may at least cause him to stop and consider what seems to be rather unethical behaviour. Could also be worth checking citizens advice / police on rights and legality of knowingly selling something (even privately) not legal for the road, let alone fit for purpose.
Out of interest, where was the vehicle advertised? They should have an interest in this too.

Would you really want a 1000 mile trip to take it back for repair Mike? If he knowingly sold it with faulty lights, he probably isn't ethical anyway and, unfortunately, it's caveat emptor with private sales (unless you can prove that he is really a trader).

Good news is that, my rad arrived at 1pm and is now fitted, and system bled (

) I got a couple of burps from the funnel planted in the bleed hose. So now I'm off for a run ( drive

) My only problem was a couple of the bolts which hold the fans on the rad ( bottom ones) have snapped. Well I hope,that is going to be my only problem.

RESULT ON THE REAR LIGHTS.
It was the relay after all

but on his, it's the one to the rear of the two, while mines to the front. Now just need to source a relay quick, before it gets dark!!
It looks like water has been getting into the relay. This could of been from the channel below the windscreen, as the drain hole was blocked solid.

Apologies franco. I wasn't suggesting it be taken back or that the vendor would take it back. But I'd phone politely and just see what happens. Just occasionally it can have a good result. If it doesn't then its a pleasure to listen to them squirming. And I would investigate the other points too, as I'd be curious to know what if any inconvenience I could cause the vendor should I choose to do so
