Sounds like something is restricting the airflow into the engine,
first port of call the air filter next see if you can see any restriction
in any of the large ducting that to the front of the car, see if any
thing is blocking the air intake on top of the rad under the bonnet,
look at the same that goes from air filter to turbo then to inter cooler
and back to the engine.

This can also be caused by the EGR valve, or by the weird winter pack exhaust valve (see http://www.igmaynard.co.uk/bongo/forum/ ... highlight=).

Sounds like a winterised jobbie with the "engine" button pushed.

sounds familiar  although he's doing well to get 40 out of it  valve on exhaust stuck closed thanks to francophile i fixed mine its an easy fix just open the box and move the link(lever) gubbins inside .......box on the exhaust just in front of back wheel passenger side  ......just don't press that cold start button again

could be turbo related or just the actuator diaphram.

The actuator diaphragm OPENS the wastegate when turbo boost pressure gets too high - that wouldn't cause the symptoms described...........
