Low voltage at fan - duff resistor pack?

I'm helping another member out with a non-working front fan motor. The bottom bearing had rusted to the shaft so the only movement was the whole bearing assembly rotating in the casing. This has now been fixed by replacing damaged parts from another Mazda fan. The resistor pack had been changed prior to sorting out the bearing, but we're only getting 0.5v to 1.2v at the fan on any switch setting. The fuse is ok & we've tried the original resistor pack with no improvement.

I've had a look thru various posts here as well as the excellent fact sheet, but can anyone confirm my suspiction that very low voltage output indicates the new pack is fried too? If it was an open circuit solder joint on the resistors, then I would have expect no output at all.

Any suggestions gratefully received.

Discovered the resister pack was at fault - usual problem of one of the connections having overheated & come un-soldered. Fortunately, it was of the newer design with less casing, so it was literally a 2 minute job to solder it back together.
