Replacing Front Fog Lamp bulb - Help Please!!!!!

One of my front fog lamps isn't working, so presume it is a blown bulb. Thought this would be a nice simple job...... ahhh wrong ...... or just me being stupid...probably? The lamps have been fitted in Japan, and the documentation looks as though they are factory fitted extras.
There are 2 small screws either side of the fog lamp by accessing from behind the unit and getting under the vehicle. These seemed to release the front part of the unit to presumably access the bulb. The problem is the front only moves a small distance forward before hitting the black plastic insert in the bumber. So I took out the 4 screws holding the plastic plate in place hoping to slide this out of the way and leave a larger hole for the front of the foglight to slide out of, but the plate can't be removed because of the foglamp itself
. Almost looks like the whole bumber has to come off, which is ridiculous for changing a simple bulb.
Can anyone point me in the right direction please.
