It seems PhotoBucket have relented, possibly due to the lack of people signing up for their $399.99 per year 'bargain' deal.
Free accounts still have no 3rd party hosting but for a modest $2.25 per month you can now have your forum image hosting and 2GB of storage, or for $5.83 per month up to 20GB storage. If you resize your photos to forum-size (1024 x 768 pixels) before uploading to PhotoBucket (as I do), 2GB storage would be plenty.
