When you put the unit into test mode you should see the LED on the control box flash with each pulse. There is also a way you can check the actuator is working while in neutral and you should be able to increase / decrease the revs with the Set / Resume controls.

What happens at 15 mph? Does is stay at that speed regardless of Set / Resume being used to change the speed or if you drive at say 30mph and press Set does it then drop to 15?

Do you have a chip for the speedo like the one below? If so, you are better off taking the signal before it rather than after.

I dont think it is going into test mode:

Hit brake to reset the unit.
Hold down set button while starting the engine then release.
Turn the c/c on - green LED comes on (not flashing)
Press the set button.
Nothing happens - LED still does not flash - holding the set button or repeated pressing makes no difference.

Pressing the set button at 15mph makes the c/c keep the car going at 15mph - I am not sure how good this is as I have not found a sufficiently quiet piece of flat road to do this on for any length of time - but at 15 mph something happens.

Driving at 30 mph and pressing set nothing happens - but I have not let it drop to 15mph from there as the roads around here are too busy.

There is no chip on the speedo.

Have you gone thru Test A before moving on to B? The LED referred to is the one on the rear of the main module rather the switch unit.
